Project Manager/Leader
Overview
The Land and Resources I&IT Cluster (LRC) is undertaking a significant organizational transformation, evolving from a project-based delivery model to a product-based operating model aligned with the Common Cluster Operating Model (CCOM), the OPS Service Framework, and GovTechON's One Government vision. The Senior Program Manager will provide strategic leadership for the planning, execution, governance, communication, and adoption of this transformation. This role partners closely with executives, managers, staff, and ministry partners to drive organizational readiness, change adoption, and successful transition across the enterprise.
Key Responsibilities
- Lead the end-to-end organizational change and transformation program supporting the transition to a Product-Based Delivery Model.
- Develop and maintain integrated transformation plans, roadmaps, milestones, dependencies, risks, and success measures.
- Establish governance structures, reporting mechanisms, and executive decision-support materials.
- Develop and execute comprehensive change management strategies, stakeholder impact assessments, and readiness assessments.
- Design and implement change interventions to support behavioral and cultural transformation, including change champion and leadership engagement programs.
- Lead the development and execution of communication and engagement strategies, creating key messages, executive presentations, FAQs, and stakeholder engagement content.
- Facilitate workshops, town halls, leadership sessions, stakeholder consultations, and ministry partner forums.
- Support future-state operating model development aligned with the Common Cluster Operating Model, including definition of new roles, accountabilities, and governance processes.
- Develop organizational readiness frameworks and assessment tools, and coordinate training, onboarding, and knowledge transfer activities.
- Monitor change effectiveness and organizational performance throughout implementation, and establish mechanisms for continuous improvement.
- Provide strategic advice to executives on organizational readiness, transformation risks, and mitigation strategies.
- Coordinate activities across business, technology, HR, communications, and ministry partner workstreams.
Must-Have Requirements
- 10+ years of experience leading complex organizational transformation and change management initiatives.
- Demonstrated knowledge and practical application of industry-standard change management frameworks and methodologies (e.g., Prosci/ADKAR, Kotter, or equivalent).
- Proven experience designing and executing large-scale communications and engagement strategies targeting diverse stakeholder groups including executives and frontline staff.
- Strong facilitation skills for leadership workshops, town halls, focus groups, and stakeholder consultations.
- Experience conducting stakeholder analysis, impact assessments, and readiness assessments, and driving organizational adoption and culture change.
- Experience developing executive-level communications, presentations, key messages, and engagement materials.
- Demonstrated ability to influence senior leaders and drive organizational alignment in complex, multi-stakeholder environments.
Nice-to-Have Skills
- Experience with operating model design, including definition of roles, accountabilities, governance processes, and service delivery models in a large organization.
- Familiarity with product-based delivery models and agile transformation in a government or public sector context.
- Experience supporting transition planning and implementation sequencing for enterprise-wide organizational change.
- Knowledge of Ontario Public Service (OPS) frameworks, the Common Cluster Operating Model, or GovTechON objectives.
Work Environment
This is a hybrid role requiring 3–5 days onsite per week at either 77 Grenville St or 40 St Clair Ave W, Toronto. No security clearance is required. The consultant will work within a complex multi-stakeholder environment spanning LRC leadership, staff, and ministry partners, and is expected to engage at the executive level regularly.
