Overview

The Ministry of Public and Business Service Delivery and Procurement, under the Community Services Cluster, is seeking a Senior Full Stack Software Developer for an onsite engagement in Toronto. The successful consultant will design, develop, and maintain enterprise-grade web applications, working across the full technology stack to support business-critical systems. This role demands strong hands-on expertise in Java-based technologies combined with modern front-end development capabilities within an Agile/iterative delivery environment.

Key Responsibilities
  • Design, implement, and continuously expand data pipelines by performing extraction, transformation, and loading (ETL) activities
  • Translate technical systems specifications into working, tested applications, including developing detailed programming specifications, writing and generating code, and conducting unit tests
  • Resolve and troubleshoot technical problems arising during the use and operation of software packages, including support during implementation, conversion, and migrations
  • Design and implement overall web architecture, ensuring the full stack is built for speed, scalability, and performance
  • Design and construct RESTful API services and integrate front-end UI with back-end APIs
  • Develop and maintain n-tier web-based applications using Oracle databases, Java, J2EE, JSF, and related frameworks
  • Implement approved user interface designs and deploy database solutions in compliance with AODA standards
  • Support the full Software Development Life Cycle (SDLC) using Agile and iterative methodologies
  • Write and optimize Oracle SQL scripts and work with RDBMS concepts
  • Utilize open-source frameworks including Spring, myBatis, Bootstrap, and jQuery in day-to-day development
  • Collaborate with IT professionals, business stakeholders, and subject matter experts to elicit and document requirements
  • Design and implement continuous integration and deployment (CI/CD) pipelines
Must-Have Requirements
  • Demonstrated experience in systems design, configuration, integration, and development using Java, J2EE, and JSF
  • Hands-on experience with HTML/DHTML and XML/XSL for web application development
  • Proficient in open-source frameworks: Spring, myBatis, and Bootstrap
  • Hands-on experience developing n-tier web-based applications with Oracle database
  • Strong understanding of programming concepts, languages, and related methods, techniques, and standards
  • Experience supporting the SDLC using Agile and iterative development methodologies
  • Solid Oracle SQL scripting skills and strong understanding of relational database management systems (RDBMS)
Nice-to-Have Skills
  • Experience with Public Sector application and information architecture, methodologies, and GO-ITS standards
  • Familiarity with Public Sector Threat Risk Assessment (TRA) and Privacy Impact Assessment (PIA) processes
  • High level of knowledge of the Angular framework and JavaScript, including AngularJS component development
  • Experience creating reusable, testable, and self-contained modules and components using AngularJS
  • Strong knowledge of RESTful APIs and understanding of Swagger files
  • Experience with Java application servers including Tomcat and WebLogic, as well as EJB and Servlet technologies
  • Strong SQL skills across Oracle and SQL Server platforms
  • Experience with SOAP and REST web services
  • Experience or knowledge of Azure DevOps and JIRA in an Agile/Scrum environment
  • Experience with reporting tools such as Jasper
  • Knowledge and experience with web-responsive front-end development and AODA-compliant solutions
  • Familiarity with rapid application development (RAD) methodologies
  • Understanding of UX/UI fundamentals and front-end interface design
  • Experience with middleware and gateways
Work Environment

This is a fully onsite role based at 777 Bay Street, Toronto, five days per week. No security clearance is required. The team operates using Agile and iterative SDLC methodologies, and the consultant will be expected to collaborate closely with IT professionals, business stakeholders, and project teams throughout the engagement.
