Business Analyst
Overview
The Ministry of Treasury Board Secretariat (Central Agencies Cluster) is seeking a Senior Business Analyst to provide dedicated, hands-on business analysis support to the Enterprise Data Collection Platform (EDCP) and Stakeholder Management System (SMS). Working closely with business stakeholders, product owners, technical teams, and quality assurance, the successful candidate will play a critical role in ensuring timely, high-quality delivery across multiple applications and concurrent initiatives within a large public sector environment.
Key Responsibilities
- Lead requirements elicitation, analysis, and documentation for EDCP and SMS initiatives, including enhancements, maintenance activities, process improvements, and modernization efforts.
- Manage and prioritize business requirements, user stories, and backlogs across multiple applications with overlapping timelines and dependencies, ensuring alignment with business priorities and delivery schedules.
- Work closely with program stakeholders to clarify business needs, define scope, identify dependencies, and manage change impacts across agencies and ministries.
- Support delivery of multiple concurrent initiatives (e.g., annual enhancements, phased rollouts, API enhancements, and platform improvements) by coordinating requirements, timelines, and stakeholder inputs.
- Collaborate with QA and delivery teams to ensure requirements are testable, complete, and aligned with quality standards, including supporting the standardization of user stories and use cases to enable QA automation.
- Contribute to EDCP process improvement initiatives by analyzing current-state workflows, identifying gaps or inefficiencies, and documenting future-state processes and recommendations.
- Support risk mitigation by proactively identifying requirement gaps, timeline risks, and cross-project dependencies, and escalating issues as appropriate.
- Ensure business and system documentation is accurate, current, and supports auditability and long-term sustainability.
- Engage with stakeholders across EDCP modules, SMS, and related portfolios to maintain consistency in analysis approaches and deliverables.
- Provide ongoing support throughout the delivery lifecycle, including planning, design, development, testing, and implementation phases.
Must-Have Requirements
- 10+ years of demonstrated experience as a Senior Business Analyst supporting enterprise applications, digital platforms, or large-scale programs with multiple stakeholders and dependencies.
- 10+ years of expertise in gathering, documenting, and validating functional and non-functional requirements, including Business Requirements Documents (BRDs).
- 10+ years of expertise in interpreting business needs into technical solutions and performing Gap Analysis on legacy vs. modern systems.
- Proven experience leading requirements elicitation, analysis, and documentation across the full delivery lifecycle, including enhancements, maintenance, and modernization initiatives.
- Experience managing multiple concurrent initiatives with overlapping timelines, competing priorities, and delivery risks.
- Strong background collaborating with business, technical, and QA teams to ensure requirements are clear, testable, and aligned with delivery and quality standards.
- Familiarity with Agile and hybrid delivery models, including backlog management, user stories, and iterative delivery.
- Security clearance eligibility at the CRJMC level.
Nice-to-Have Skills
- Experience working within government or public sector frameworks, including AODA/Accessibility compliance and Privacy Impact Assessments.
- Knowledge of public sector procurement, security clearance protocols, and Freedom of Information (FOI) implications.
- Solid understanding of data-driven applications and system integrations, including APIs.
- Experience supporting standardization initiatives such as user story frameworks, use case templates, and documentation standards.
- Proficiency in requirements traceability matrices to ensure technical solutions align with original business goals.
- Experience acting as a product owner proxy to ensure final delivery meets defined business value and organizational mandates.
Work Environment
This is a fully onsite role based at 222 Jarvis St., Toronto. The consultant is expected to work standard business hours (8:00 a.m. – 5:00 p.m., Monday to Friday), contributing approximately 7.25 hours per calendar day. A CRJMC security clearance is required. The team operates within Agile and hybrid delivery models, and the successful candidate will work cross-functionally with business stakeholders, technical teams, and QA across multiple programs.
