Overview

The Ministry of Public and Business Service Delivery and Procurement, under the Land & Resources Cluster, is seeking a Senior Project Manager/Leader to join their team in Toronto. In this role, the successful consultant will be responsible for leading large-scale, complex, high-profile IT application development initiatives, ensuring deliverables are delivered on time, within scope, and on budget. The consultant will bring deep Agile/Scrum expertise and strong stakeholder management skills to drive project success across a multi-stakeholder OPS environment.

Key Responsibilities
  • Lead all aspects of large, complex, high-profile OPS I&IT application development projects from initiation through to closure
  • Manage agile/iterative/scrum projects, facilitating ceremonies including daily stand-ups, sprint planning, sprint reviews, backlog refinement, and retrospectives
  • Create and maintain project schedules, project plans, risk/issue logs, status reports, and other project management artefacts
  • Manage project resources by aligning team skills and experience to project tasks and deliverables
  • Lead and manage multiple complex Siebel Public Sector projects concurrently
  • Plan and manage OPS project gating, architecture governance, and digital first assessment checkpoints
  • Manage privacy, security, and compliance deliverables throughout the project lifecycle
  • Facilitate interactions with clients and among the project team in complex multi-stakeholder environments
  • Manage and communicate with internal and external stakeholders, including executives, on complex or technical matters
  • Oversee technical tasks involving solution development (design, coding, configuration), data migration, testing, platform upgrades, maintenance, and integration
  • Use issue management tools such as Jira to manage backlogs, sprints, and project tracking
  • Navigate OPS Cluster and Corporate governance approval processes including architecture governance and project gating
Must-Have Requirements
  • 10+ years of demonstrated hands-on Project Management experience leading large, complex application development projects
  • 7+ years of demonstrated experience managing agile/iterative/Scrum projects
  • 7+ years of experience facilitating and leading Scrum ceremonies including daily stand-ups, sprint reviews, sprint planning, backlog refinement, and retrospectives
  • 3+ years of experience managing multiple complex Siebel Public Sector projects concurrently
  • Demonstrated experience using Jira or similar issue management tools to manage backlogs and sprints
  • Experience planning and managing OPS project gating, architecture, and governance checkpoints
  • Demonstrated experience managing OPS governance Cluster and Corporate governance approval processes including digital first assessments
  • Experience managing privacy and security deliverables within a project context
  • 5+ years of experience managing technical resources and tasks involving solution development, data migration, testing, platform upgrades, and integrations
  • Understanding of key phases and tasks of a Siebel-based project and Oracle products/services, with an emphasis on Siebel Public Sector
  • Advanced proficiency in Microsoft Project, Microsoft Office (Word, Excel, PowerPoint), Visio, and Planview
  • Excellent verbal and written communication skills with the ability to present complex technical details to business clients and executives
  • Proven ability to manage multiple tasks and deliver under extremely tight and aggressive deadlines
Nice-to-Have Skills
  • Project rescue and project triage experience
  • Previous Ontario Public Sector (OPS) or government experience
Work Environment

This is a fully onsite role based at 40 St. Clair Ave W, Toronto, five days per week. No security clearance is required. The engagement operates within an Agile/Scrum delivery framework and involves collaboration with multiple internal and external stakeholders across the OPS environment.
