Database Administrator - Senior
Overview
The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Database Administrator to support the Solaris Evergreening Project within the Land & Resources Cluster. This time-sensitive, high-priority initiative focuses on migrating Oracle databases off end-of-life Solaris infrastructure onto supported platforms, with upgrades to the latest Oracle versions where applicable. The successful consultant will bring deep Oracle DBA expertise to ensure a secure, performant, and seamless transition with zero new application development.
Key Responsibilities
- Create and implement physical database designs; administer and operate the database management system (DBMS) including optimization, capacity planning, installation, migration, performance tuning, and backup and recovery
- Maintain and monitor Oracle 10g, 11g, 12c, and 19c databases across large multi-tenant environments, including administration, maintenance, optimization, and fine-tuning
- Design, build, and configure Oracle Database Servers on Windows, Solaris, and Linux platforms
- Ensure existing databases (including SIEBEL, Java, ArcGIS, and APEX) meet performance requirements on Oracle infrastructure
- Ensure all deployed databases are secure and that appropriate security and auditing controls are in place to satisfy security and privacy requirements
- Lead and design solutions for the enterprise Oracle migration project, targeting Oracle 19c or higher
- Plan, manage, and coordinate implementation of technically advanced, complex systems and assist with data refreshes to lower non-production environments
- Provide database administration technical expertise during design and architecture phases
- Provide expert support and guidance for production database systems, overseeing deployment and evaluation of complex Oracle databases in GoCloud and on-premise environments
- Assist with implementing TDE, Dataguard, RAC, OMS, and OEM 13c technologies
- Identify, analyze, prioritize, and communicate technical risks; provide recommendations and mitigation strategies to decision makers
- Document technical work thoroughly to enable knowledge transfer to colleagues and ministry staff
Must-Have Requirements
- Minimum 10+ years of experience as a Database Administrator or in related IT roles
- Hands-on experience with Oracle database optimization, capacity planning, installation, migration, performance tuning, and backup and recovery
- Experience maintaining and monitoring Oracle 10g, 11g, 12c, and 19c databases in large multi-tenant environments
- Experience migrating from end-of-life Oracle databases to the latest supported versions in both on-premise and cloud data centres
- Experience with Oracle Database Server configuration on Windows, Solaris, and Linux operating systems
- Experience ensuring database security and implementing appropriate auditing controls to meet security and privacy requirements
- Experience with Incident, Change, and Configuration Management procedures
- Experience monitoring and enforcing database rules and standards
- Experience with one or more programming languages and proficiency with query languages and information retrieval packages
- Excellent analytical, problem-solving, and decision-making skills with strong verbal and written communication abilities
- Proven track record as a team player with ability to meet deadlines in complex, high-priority environments
Nice-to-Have Skills
- Experience with distributed data systems and middleware/gateway technologies
- Experience researching and implementing cybersecurity vulnerability remediations
- Awareness of emerging IT trends and directions
- Experience with Computer Aided Software Engineering (CASE) tools
- Knowledge of Information Management principles, concepts, policies, and practices
- Additional Oracle DBA skills including Oracle OBIEE and data warehouse/data mart design
- Subject matter expertise in data warehouse or data mart database design
- Experience with installation, configuration, maintenance, upgrade, and cloning of Oracle technology stacks
- Experience in designing and developing automated data distribution mechanisms for Case Management or ERP environments
- Knowledge of object-oriented analysis and design techniques
- Experience developing enterprise architecture deliverables including models
- Knowledge of Ontario Government Enterprise Architecture processes and practices
- Experience with impact analysis, implementation planning, and application of technology patches, maintenance packs, and releases
- Experience with database administration vendor support services
Work Environment
This is a fully remote position open to candidates located anywhere in Ontario. No security clearance is required. The role operates within the Land & Resources Cluster under the Ministry of Public and Business Service Delivery and Procurement, contributing to a high-priority FY26/27 operating plan deliverable. Consultants are expected to collaborate closely with ministry staff throughout the engagement.
