About the Role: The Central Agencies Cluster (Ministry of Treasury Board Secretariat) requires a Senior Project Manager/Leader to manage large-scale, complex, and high-risk OPS I\&IT initiatives. The role focuses on ensuring project deliverables meet client business requirements on time, within scope and budget, and in compliance with OPS standards.
Key Responsibilities
- Provide full project management across planning, execution, monitoring, and close-out phases.
- Develop project plans, templates, governance artifacts, scorecards, data analysis, schedules, reports, and financial reconciliations.
- Lead organizational development, strategy, and business planning activities.
- Gather and document requirements to maintain detailed project schedules and integrated plans.
- Manage large budgets, forecasts, funding channels, and ensure fiscal accountability.
- Identify risks/issues early, define mitigation strategies, and present recommendations to senior executives.
- Establish and participate in steering committees and stakeholder forums; provide regular reporting to executives.
- Direct project teams, resolve conflicts, onboard resources, and ensure deliverables meet OPS quality standards.
- Promote OPS I\&IT standards and project management best practices.
- Manage change, communications, and adoption across functional teams.
Must-Have Skills
- Project Management (30%): Expertise in OPS standards, governance, and project health-checks; proven ability to balance scope, time, and cost while ensuring quality and alignment with business priorities.
- Leadership & Communication (30%): Experience leading large IT/business programs (full SDLC), managing cross-functional teams, executive reporting, stakeholder engagement, and process improvements.
- Technical Skills (30%): Agile software development, data analytics, data migration/validation, n-Tier design, ITSM principles, security/privacy by design, workflow creation, conceptual/detailed architecture documentation, Windows-based platforms.
- Desired Skills (10%): OPS experience; knowledge of Ontario government policies, procurement, financial analysis, and approvals; Power BI reporting; vendor performance framework; Ontario Digital Service Standard (2021).
