Public Sector Experience: Health Services Cluster – Ministry of Public and Business Service Delivery and Procurement

About the Role: The Health Services Cluster requires a Senior Program Manager to provide strategic oversight and leadership for large-scale, complex, and high-profile modernization programs. The Program Manager will coordinate inter-connected projects, ensure alignment with strategic objectives, manage risks and budgets, and support delivery of transformational health I\&IT initiatives.
Key Responsibilities
- Strategize, implement, and maintain program initiatives that adhere to ministry/cluster objectives.
- Provide leadership across large-scale, multi-jurisdictional, high-risk initiatives.
- Formulate, organize, and monitor inter-connected projects and cross-project dependencies.
- Manage program budgets, resources, timelines, and benefits realization through agile practices.
- Oversee project managers and cross-functional teams to ensure delivery of program goals.
- Develop program assessment protocols and deliver progress/status reports for senior executives and governance committees.
- Identify, evaluate, and mitigate risks/issues across multiple projects and vendors.
- Support modernization roadmaps, change initiatives, and transformational service delivery strategies.
- Produce business cases, TB/MBC submissions, and briefing notes to support decision-making.
- Mentor and transfer knowledge to OPS staff to ensure continuity and sustainment.
- Ensure compliance with OPS methodologies, standards, frameworks, and AODA regulations.
Must-Have Skills
- Strategic Planning & Management (40%): Proven leadership in program strategy, organizational development, budgeting, resource planning, and stakeholder management; ability to drive alignment and overcome resistance to change.
- Program Management (40%): 5+ years as Program Manager; extensive experience in scope, schedule, and budget management; fiscal accountability; program/project methodologies; risk and issue management; steering committee facilitation; PMP certification an asset.
- General Skills (15%): Strong change management, performance evaluation, vendor management, solution integration, agile/iterative delivery, roadmap development, journey mapping, and executive communication skills.
- Public Sector Experience (5%): 10+ years in federal/provincial/broader public-sector healthcare programs; strong knowledge of OPS I\&IT methodologies, gating, approvals, and health-related projects.
