Public Sector Experience: Health Services Cluster – Ministry of Public and Business Service Delivery and Procurement

About the Role: The Health Services Cluster seeks a Senior Business Analyst to lead end-to-end business analysis for health-related I\&IT initiatives. The BA will assess problems/opportunities, elicit and document requirements, and support solution options that align with OPS standards and approvals.

Key Responsibilities
  • Lead and conduct business analysis at varying levels of detail; document assessments and requirements for technology solutions.
  • Develop strategies, business cases, cost-benefit analyses, and feasibility studies for business and I\&IT initiatives.
  • Perform business, process, data flow, use case, and conceptual/logical data modeling; define business rules and non-functional requirements.
  • Conduct gap analysis for vendor release upgrades and recommend changes to processes, configuration, reports, and integrations.
  • Monitor progress, resolve issues, and provide regular status to I\&IT management and client decision-makers.
  • Define performance measures and conduct follow-ups; act as liaison with business stakeholders and data providers.
  • Document new requirements and complete analysis/design artifacts; manage evolving requirements and maintain traceability.
  • Apply OPS methodologies, including project management and approvals; transfer knowledge to OPS staff.
Must-Have Skills
  • Core (7+ yrs): Leading multi-level BA work; re-engineering for service improvements; strategy/business case/feasibility; modeling (process/data/use case), business rules, NFRs; upgrade gap analyses; progress/issue management; performance measures; requirements management & traceability.
  • Knowledge & Experience (5+ yrs): Broad business project exposure; strong troubleshooting/analytical skills; problem-solving & decision-making; awareness of emerging IT trends; advanced MS Office; translating business requirements into epics/scenarios and stakeholder mockups.
  • General: Excellent communication/presentation; consulting, facilitation, and negotiation; stakeholder management; customer service with tact/diplomacy; highly organized, detail-oriented, and deadline-driven; proven critical thinking and listening skills.
  • Public Sector: Experience in public sector on mainframe/legacy systems and exposure to cloud technologies.
