Business Analyst
Overview
The Ministry of Public and Business Service Delivery and Procurement, Health Services Cluster is seeking a Senior Business Analyst to support a range of I&IT business analysis services for clients with diverse business and technological needs. The successful consultant will work closely with business stakeholders and subject matter experts to gather, document, and analyze business requirements, helping to define and deliver effective I&IT solutions. This is a fully onsite role based in Toronto or Kingston, requiring strong analytical, communication, and stakeholder engagement skills within a healthcare or clinical context.
Key Responsibilities
- Lead and conduct business analysis to assess client business problems and opportunities, documenting requirements to support I&IT solution development
- Interact with business stakeholders and subject matter experts to gather, document, and analyze business needs and requirements
- Develop strategies, prepare business cases and cost-benefit analyses, and conduct feasibility studies for I&IT initiatives
- Design and facilitate requirements gathering processes including JAD sessions, interviews, mockups, and workshops
- Conduct business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, business rules definition, and non-functional requirements definition
- Apply business process transformation and re-engineering concepts to promote business improvements through alternative, cost-effective service delivery approaches
- Monitor project progress, resolve problems, and report regularly to I&IT management and business decision-makers
- Develop performance measures and traceability matrices for business analysis evaluation and conduct follow-up activities
- Prepare and advise on business analysis policies, processes, best practices, and standards to promote consistency across the organization
- Conduct requirements gathering aligned with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies
- Support development of QA, system, and user acceptance testing strategies, plans, and scenarios
- Develop and support training and communication materials for large system implementations
Must-Have Requirements
- Demonstrated experience monitoring progress, resolving problems, and reporting regularly to business and I&IT management decision-makers
- Demonstrated experience leading and conducting business analysis to assess client business problems and opportunities, and documenting business requirements
- Demonstrated experience applying business process transformation and re-engineering concepts to promote business improvements through alternative, cost-effective service delivery approaches
- Experience conducting requirements gathering, developing documentation (including presentations and briefing notes), and conducting stakeholder engagement
- Experience developing business models, use case models, conceptual and logical data models, process and data flow models, business rules definitions, and non-functional requirements
- Demonstrated experience in projects using an agile development methodology
- Demonstrated experience in business analysis to support systems development using a rules engine or business process automation platform
- Strong verbal and written communication skills with demonstrated ability to engage all stakeholders
Nice-to-Have Skills
- Demonstrated experience in a health or clinical context
- Demonstrated experience supporting stakeholder engagement activities, particularly in a healthcare context
- Demonstrated experience with privacy and security requirements of software development in a healthcare or clinical context
- Demonstrated experience in claim adjudication or pharmaceutical context
- Experience in the use of information retrieval packages
- Knowledge and understanding of Information Management principles, concepts, policies, and practices
- Experience with a wide range of business analysis methods and tools including business functional modelling, business event modelling, and business process mapping
- Experience in structured, object-oriented, and agile methodologies for user requirements
- Knowledge and understanding of Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards
- Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope
- Knowledge of policy development and analysis, business analysis, and data analysis practices
Work Environment
This is a fully onsite position, with the resource expected to work 7.25 hours per calendar day, Monday to Friday, between 8:00 AM and 5:00 PM (excluding lunch breaks). Work will be conducted at OPS office locations across Toronto (222 Jarvis St and 5700 Yonge St) and Kingston (49 Place d'Armes). No security clearance is required. The role operates within an agile project environment and involves regular collaboration with business stakeholders, I&IT management, and cross-functional teams.
