Overview

The Government Services Integration Cluster (Ministry of Public and Business Service Delivery and Procurement) is seeking a Senior Systems Analyst to provide expert technical leadership across the full systems development lifecycle. The successful consultant will deliver senior-level analysis, design, and implementation support for complex I&IT solutions, working onsite with a multidisciplinary government team. This role requires deep experience with SOA/J2EE environments, Oracle databases, and integrated multi-ministry government service platforms.

Key Responsibilities
  • Provide senior technical expertise and project leadership in the development, implementation, and maintenance of cost-effective I&IT solutions
  • Lead the analysis, development, and documentation of design and architecture for systems solutions across all SDLC stages
  • Manage and translate wireframes based on Business Requirements Documents (BRDs) into technical specifications and design artefacts
  • Set up Development, Staging, and User Acceptance Testing (UAT) environments, and prepare and carry out deployments into test environments
  • Conduct Design Walkthrough and Code-level Walkthrough sessions with project teams
  • Produce Technical and Application Design Documents, Solution Requirement Documents (SRD), Solution Architecture Documents (SAD), and Information Architecture Documents (IAD) for Architecture Board assessment
  • Carry out Quality Assurance Testing and prepare detailed compliance analysis reports aligned with OPS standards on security, privacy, and accessibility
  • Administer and manage application databases, including Oracle database environments
  • Provide post-implementation support and produce step-by-step installation and back-out procedures
  • Coach and guide junior analysts throughout the project lifecycle
  • Oversee feasibility studies and cost-effective analyses of proposed I&IT initiatives, ensuring full documentation
  • Recommend improvements to tools, techniques, standards, and performance criteria to support quality application development
Must-Have Requirements
  • 10+ years of overall technical experience as a Systems Analyst in senior-level roles
  • Proven experience with SOA applications in a J2EE and Java environment, including integrations via APIs and Oracle database
  • Extensive experience managing wireframes based on Business Requirements Documents (BRDs)
  • Intensive hands-on experience with troubleshooting and technical assessment
  • Experience preparing and executing deployments into test environments
  • Hands-on experience preparing detailed analysis and recommendations ensuring compliance with OPS standards on security, privacy, and accessibility
  • Experience conducting Quality Assurance (QA) Testing
  • Experience leading Design Walkthrough sessions with project teams
  • Demonstrated ability to produce Technical and Application Design Documents
  • Experience preparing and reviewing SRD, SAD, and IAD for Architecture Board submissions
  • Strong understanding of systems environments, business analysis, and change management within integrated multi-ministry government service programs
  • Post-implementation support experience
  • Knowledge and experience with Government Payment Gateway systems
  • Previous public sector experience with a Secure Messaging Gateway system
Nice-to-Have Skills
  • Knowledge and experience with rapid application development (RAD) methodologies
  • Knowledge and experience with middleware and gateways
  • Understanding of Information Management principles, concepts, policies, and practices
  • Experience with development and maintenance of documentation per established methodology
  • Good working knowledge of Dimensions and Facts, and multidimensional structures (cubes)
  • Experience with Dimensions version control tooling
Work Environment

This is a fully onsite role, with 5 days per week required at the Government Services Integration Cluster office in Ontario. No security clearance is required. The consultant will collaborate closely with project teams, junior analysts, and government stakeholders across multiple ministries, operating within established OPS standards and SDLC frameworks.
