Overview

The Government Services Integration Cluster (Ministry of Public and Business Service Delivery and Procurement) is seeking a Senior Product Manager to join their team in Toronto. In this role, the successful consultant will be responsible for driving the full product lifecycle of complex IT systems — from vision and strategy through to delivery — while collaborating closely with cross-functional teams, engineering, design, and a broad range of internal and external stakeholders.

Key Responsibilities
  • Own and evolve the product vision, strategy, and roadmap for complex IT systems throughout the full product lifecycle
  • Gather and prioritize product and customer requirements, ensuring alignment with organizational strategy and goals
  • Translate product strategy into detailed requirements, epics, user stories, and prototypes for engineering teams
  • Manage and maintain the product backlog, scoping and prioritizing activities based on business and customer impact
  • Lead cross-functional teams through continuous design and delivery of user-centric products using Agile methodology
  • Work closely with engineering teams to deliver solutions with quick time-to-market and optimal use of resources
  • Drive product launches in collaboration with executives, public relations, and other product management stakeholders
  • Assess and analyze customer needs, market trends, and build vs. buy decisions to identify and fill product gaps
  • Collaborate with design, UX, and engineering teams to ensure accessible, policy-compliant, and technically sound product delivery
  • Manage complex privacy, policy, and security requirements throughout the product design and delivery process
  • Build buy-in for product vision with internal teams and key external partners, acting as a product evangelist
  • Visit customers and solicit feedback on products and services to inform continuous improvement
Must-Have Requirements
  • Extensive experience developing and owning product vision, strategy, and roadmap for complex IT systems
  • Demonstrated experience leading dynamic, cross-functional teams in achieving common objectives through continuous design and delivery of user-centric products
  • Strong decision-making and prioritization skills with proven ability to manage competing priorities
  • Proven success managing all aspects of the product development lifecycle from inception to launch
  • Extensive experience translating product vision into epics and user stories and managing the product backlog
  • Experience working closely with engineering teams, diving into technical details, and leading technical discussions
  • Extensive experience with modern technology stacks and integration with legacy systems
  • Experience with DevOps and Microsoft Azure
  • Strong knowledge of project management methodologies, principles, and Agile practices including managing product scope, budget, and timelines
  • Experience delivering products that meet AODA standards and WCAG 2.1 AAA (minimum WCAG 2.0 AA)
Nice-to-Have Skills
  • Experience delivering MRDs and PRDs with prioritized features and corresponding justification
  • Experience working with external third parties to assess partnerships and licensing opportunities
  • Experience running beta and pilot programs with early-stage products
  • Experience assessing and analyzing market trends and competitive landscape
Work Environment

This is a fully onsite role, requiring 5 days per week at 222 Jarvis St., Toronto. The team follows Agile methodology and works in a large, complex stakeholder environment spanning both technical and non-technical teams. No security clearance is required for this engagement.
