Project Manager/Leader
Overview
The Health Services Cluster (Ministry of Public and Business Service Delivery and Procurement) is seeking a Senior Project Manager/Leader to join their team in Toronto. In this role, you will lead and manage high-profile, mission-critical IT and business transformation projects from concept through close-out. You will work closely with senior ministry staff, external partners, and cross-functional delivery teams to ensure projects are delivered on time, within scope, and on budget in compliance with OPS project management methodologies.
Key Responsibilities
- Provide end-to-end project management for high-profile projects within the branch, ensuring deliverables meet business requirements on time, within scope and budget
- Develop and maintain detailed Integrated Project Management Plans (IPP), including schedule variance analysis, critical path monitoring, and change request management
- Develop complex project budgets across multiple funding channels and cross-ministry dependencies, maintaining high fiscal control and accountability
- Identify and lead cross-functional project teams including OPS unionized employees and Fee for Service (FFS) consultants, clarifying roles, responsibilities, and performance expectations
- Proactively identify, articulate, and prioritize risks and issues at senior executive levels, recommending and implementing mitigation strategies
- Establish and participate in steering committees, working groups, and stakeholder forums, providing regular project and program status reporting
- Lead organizational development, strategy development, business planning, and ministry funding requests
- Manage and resolve resourcing conflicts, interpersonal issues, and inter-team dependencies to keep project objectives on track
- Drive business transformation and adoption planning, applying process re-engineering concepts to promote cost-effective service delivery improvements
- Oversee the design, development, testing, installation, and monitoring of IT solutions including web-based applications, cloud-based services, and APIs
- Promote and adhere to OPS I&IT standards, best practices, and the OPS Unified I&IT Project Methodology and OPS/e-Health Ontario Gating process
- Develop and maintain reports, presentations, options analyses, implementation plans, and change management documentation for senior stakeholders
Must-Have Requirements
- 10+ years of project management experience leading and planning complex, mission-critical projects involving business transformation and the design, development, implementation, and integration of IT solutions and services
- 10+ years of experience with the Software Development Life Cycle (SDLC) following Waterfall, DevOps, Agile, or Iterative methodologies
- Demonstrated experience delivering projects involving web-based applications, cloud-based services, and APIs
- Experience working with business analysts and system designers to define project scope and translate business requirements and functional specifications into application design
- Proven track record leading cross-functional teams including business analysts, designers, developers, and testers
- Experience developing and managing complex, multi-channel project budgets with full fiscal accountability including estimates, forecasts, and reconciliation of actuals
- Experience identifying, articulating, and prioritizing risks and issues at the senior executive level and recommending mitigation strategies
- Experience developing detailed project management documentation including integrated project plans, status reports, issue logs, and change request documentation
- Security clearance at the CRJMC level (or ability to obtain)
Nice-to-Have Skills
- Experience with OPS I&IT project management tools, methodologies, and the OPS/e-Health Ontario Gating process
- Experience developing and supporting training and communications materials in support of large-scale system implementations
- Experience with business process transformation and re-engineering in a public sector or government environment
- Familiarity with Ontario Public Service (OPS) project governance, ministry funding processes, and stakeholder management practices
Work Environment
This is a fully onsite position based at 222 Jarvis St., Toronto. The resource is expected to work 7.25 hours per calendar day between standard working hours of 8:00 AM – 5:00 PM, Monday to Friday. A CRJMC security clearance is required for this engagement. The role involves regular interaction with senior ministry executives and cross-ministry stakeholders.
