Int. Technology Architect
Overview
This is a senior technology architecture role supporting Ontario's Public Safety Radio Network (PSRN) — one of the largest and most complex public safety radio networks in North America, covering approximately 750,000 km² and serving over 38,000 front-line emergency responders. The consultant will work within the Emergency Services Telecommunications Division (ESTD) under the Ministry of Public and Business Service Delivery and Procurement, contributing to a major network modernization initiative to upgrade the PSRN to a modern, interoperable P25 standard. The successful candidate will bring deep hands-on expertise in P25 radio technology, encryption systems, and network architecture to help guide technical planning, implementation, and ongoing management across this high-stakes public safety program.
Key Responsibilities
- Develop, recommend, implement, and manage the technical architecture — including hardware, software, database, and communications — across a large, distributed cross-platform environment
- Identify relevant technical information and determine appropriate environments for development and implementation activities
- Provide subject matter expertise in all facets of encryption related to public safety radio systems, including KMF, KMF workstation, and KVL equipment
- Administer and manage the P25 radio network using tools such as Motorola ZoneWatch, Provisioning Manager (PM), and Unified Event Manager (UEM) or equivalent platforms
- Produce clear, accurate, and fact-based reports related to Land and Resources Cluster (LRC) use of the Land Mobile Radio Network (LMRN)
- Translate business requirements into technical reporting needs and produce conceptual, logical, and physical process and data models
- Apply structured methodologies for the design, development, and implementation of applications in large systems environments
- Design and guide processes aligned with ITIL methodology across the project team
- Lead systems analysis and design activities in support of the PSRN modernization project workstreams
- Supervise, organize, schedule, delegate, and review the work of technical subordinates and team members
- Collaborate with stakeholders including the Ministry of Health, Ministry of Natural Resources and Forestry, Ontario Provincial Police, and external vendors
- Maintain awareness of emerging technologies and trends in public safety communications and enterprise architecture
Must-Have Requirements
- Minimum 8 years of hands-on experience in the design and/or support of P25 radio technology, preferably in a Motorola environment
- Minimum 5 years in a supervisory position managing and/or administering a P25 radio network
- Hands-on experience with voice and data encryption equipment, including KMF, KMF workstation, and KVL
- Hands-on experience using Motorola ZoneWatch, Provisioning Manager (PM), and Unified Event Manager (UEM) or equivalent tools
- Proficiency in producing reports related to LRC use of the Land Mobile Radio Network (LMRN)
- Demonstrated project management skills with the ability to meet deadlines in complex, multi-stakeholder environments
- Demonstrated ability to produce clear, succinct, and fact-based recommendations and proposals
- Excellent written and verbal communication skills, including the ability to communicate technical concepts to non-technical audiences
- Strong organizational, interpersonal, and people management skills including the ability to delegate and review subordinate work
- Ability to establish and maintain effective working relationships across diverse project teams and partner organizations
- Ability to obtain OPP Level 4 Security Clearance
Nice-to-Have Skills
- Experience developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture processes and practices
- Knowledge and understanding of Enterprise Content Management (Open Text ECM applications)
- Knowledge and understanding of Information Management principles, concepts, policies, and practices
- Experience in the design and implementation of large telecommunication networks — both IP and Public Safety Radio — within public sector environments
Work Environment
This is a fully remote engagement. The role operates within a large, multi-ministry program governed by an empowered steering committee comprising leaders from across all stakeholder entities. The consultant should expect to collaborate closely with business analysts, project managers, vendor representatives, and technical teams in an Agile-aligned environment. A travel budget of $2,500 has been allocated for any required on-site activities. Candidates must be able to obtain OPP Level 4 Security Clearance prior to commencement.
