Technology Architect
Overview
Lotus IT is seeking a Senior Technology Architect for an onsite engagement with the Health Services Cluster under the Ministry of Public and Business Service Delivery and Procurement. In this role, you will lead the design, infrastructure architecture transformation, and integration of shared public health platforms at Ontario Health, ensuring alignment with Panorama, iPHIS, and a broad ecosystem of vendor and government partners. You will serve as the senior technical advisor driving cloud strategy, platform modernization, and architectural governance across a complex, mission-critical healthcare IT environment.
Key Responsibilities
- Lead the design and infrastructure architecture transformation of the shared platform at Ontario Health, ensuring alignment with Panorama, the shared platform, and iPHIS
- Drive the development and sustainment of a comprehensive technology platform, technical strategy, and integrated architecture to enhance the PHS solution portfolio
- Collaborate with Ontario Health, IBM, Oracle, AWS, RedHat, Docker, Sematext, and other vendor partners to ensure platform availability and strategic alignment
- Act as liaison between the branch and external stakeholders including Ontario Health, IBM Canada, and Oracle Canada
- Apply best practices in design, build, development, and deployment to meet functional and non-functional requirements in adherence to GO-ITS and Ontario Health 2.0 standards
- Define and design infrastructure, mobile, software, hardware, and network requirements; develop and implement agreed-to solutions
- Design, test, install, and monitor new systems while anticipating and resolving problems to ensure deliverables are completed on time and within budget
- Identify project and strategic risks and provide mitigation strategies to engagement leads and client managers
- Provide quality assurance and quality control of specific deliverables, overseeing junior staff and coordinating vendors and consultants where appropriate
- Work with business analysts to translate business requirements and functional specifications into application designs that meet business and operational IT needs
- Prepare reports, presentations, implementation plans, architecture designs, strategies, and change-management options for management and stakeholders
- Develop mechanisms, frameworks, processes, and procedures for implementing deliverables across complex enterprise environments
Must-Have Requirements
- 10+ years of experience in cloud infrastructure design and implementation aligned with the AWS and Azure Well-Architected Framework, delivering secure, resilient, scalable, and cost-optimized cloud solutions
- 10+ years of experience delivering Maximum Availability Architecture solutions, including Amazon RDS for Oracle Multi-AZ deployments, backup and recovery frameworks, IBM WebSphere-based applications, Oracle GoldenGate, ETL pipelines, and modern web technologies
- 10+ years of senior design and development experience in architecture, design, development, implementation, monitoring, and tuning of highly available mission-critical systems using JEE, JSF, JavaScript, Node.js, and mobile technologies
- 10+ years of experience with hybrid, on-premise, and cloud development using Platform as a Service (PaaS) and Container as a Service (CaaS) technologies
- Strong knowledge of emerging IT trends in mobile, API services, web-based solutions, and Generative AI technologies with the ability to develop strategic roadmaps
- Experience applying Agile methodologies for analysis, design, development, and implementation of solutions in large, complex environments
- 5+ years of experience working with federal, provincial, or broader public-sector healthcare providers
- Demonstrated experience with GO-ITS Digital Health and Ontario Health standards
- Extensive knowledge of the Ontario Health technology landscape, including health building blocks such as Client, Provider, Consent, and User Registries
- Extensive knowledge of immunization, pharmacy, lab, and drug domains, as well as other health domains in Ontario
- Ability to produce technical documentation compliant with industry standard practices
- Security clearance at the CRJMC level (or eligibility to obtain)
Nice-to-Have Skills
- Knowledge and understanding of Ministry policy and IT project approval processes and requirements
- Knowledge of the Public Sector TRA and Architecture Processes
- Knowledge of Public Sector Enterprise Architecture artifacts, processes, and practices
- In-depth knowledge of industry standards such as PMI and Public Sector I&IT project management methodologies
- Knowledge of the Ontario Health HIAL and Blueprints
- Knowledge of Master Data Management solutions as they relate to healthcare and the Ontario Health Client and Provider Registries
- Experience with government IT systems and processes
Work Environment
This is a fully onsite role at 5700 Yonge Street, Toronto — five days per week, non-negotiable. Standard working hours are Monday to Friday, 8:00 AM to 5:00 PM (7.25 hours per day, excluding lunch). A CRJMC security clearance is required for this engagement. The role involves collaboration with a broad ecosystem of government and vendor stakeholders in an Agile delivery environment focused on large-scale, mission-critical public health IT systems.
