The Business Analyst – Senior will provide comprehensive business analysis leadership for the Health Services Cluster. The resource will work onsite 5 days per week and support full project lifecycle activities aligned with OPS methodologies, enterprise architecture standards, and SDLC frameworks.

Responsibilities
  • Lead and conduct business analysis activities across all project phases, aligning with OPS Unified Project Management and Agile methodologies.
  • Assess client business problems, opportunities, and improvements, and document detailed business requirements.
  • Conduct business modeling, use case modeling, process and data flow modeling, and define business rules and non-functional requirements.
  • Provide impact analysis and specification development for solution upgrades and new initiatives.
  • Support data migration activities and analyze defects, working with stakeholders to resolve issues.
  • Conduct gap analysis of vendor releases and recommend configuration, reporting, and integration changes.
  • Develop business cases, cost-benefit analyses, and feasibility studies for I&IT initiatives.
  • Collaborate with development, QA, vendors, and ministry teams to support implementation and troubleshooting.
  • Develop and maintain business processes, user documentation, and training materials.
  • Lead stakeholder engagement sessions, facilitate working groups, and present complex information to technical and non-technical audiences.
Must Have Skills
  • Proven experience leading and conducting business analysis at varying levels of detail and documenting requirements to support technology solutions.
  • Extensive experience in business modeling, use case modeling, conceptual and logical data modeling, and process/data flow modeling.
  • Strong knowledge of SDLC methodologies and healthcare sector systems such as EMRs, HIS, and Long-Term Care systems.
  • Experience conducting gap analysis, impact assessments, and supporting solution upgrades.
  • Strong interpersonal, facilitation, and negotiation skills with demonstrated stakeholder management experience.
  • Experience preparing business cases, cost-benefit analysis, and feasibility studies.
  • Knowledge of data quality, data access, and healthcare information protection best practices.
