Software Developer
Overview
The Health Services Cluster, under the Ministry of Public and Business Service Delivery and Procurement, is seeking a Senior Software Developer for a fully onsite engagement in Toronto. The successful consultant will contribute to the design, development, and integration of large-scale enterprise IT solutions across multi-platform environments. This is a hands-on technical leadership role requiring deep full-stack expertise and the ability to collaborate with cross-functional project teams and stakeholders.
Key Responsibilities
- Conduct requirements analysis in collaboration with business analysts to define solution scope and approach
- Produce solutions design and architecture artifacts including conceptual, logical, and physical designs
- Support architecture checkpoint activities and participate in design walkthroughs
- Develop complete technical and user documentation to support solution delivery
- Perform system and solution component coding, integration, and configuration across multi-tier environments
- Conduct unit and integration testing, and develop corresponding test cases
- Collaborate with system testers to develop test cases for functional, performance, and vulnerability testing
- Lead and provide technical direction for system analysts, developers, and testers
- Identify and coordinate the resolution of technical problems and incidents
- Assess client requirements and develop technical recommendations and design alternatives
- Conduct systems debugging, refactoring, and optimization to ensure effective platform operation
- Prepare technical reports and explain solutions clearly to both IT and non-technical stakeholders
Must-Have Requirements
- 10+ years of demonstrated experience in IT systems development across multi-platform environments including web, desktop, mobile, mainframe, and micro/mini systems
- Thorough knowledge of large-scale complex systems analysis techniques and methodologies, design and development, programming concepts and languages, and internet/intranet technologies
- Advanced experience with multi-tiered open-standard technologies including JSP/Servlet, JEE, EJB, JNDI, JDBC, JMS, XML, JSON, REST, SOAP-based Web Services, Struts Framework, Tomcat, Apache, WebSphere, WebLogic, and .NET
- Demonstrated full-stack development experience including REST API, SOAP/WSDL web services, JSON/XML messaging, and UI development using web components and UI libraries/frameworks
- Experience integrating enterprise solutions with third-party services and platforms
- Proficiency with Oracle RDBMS and PL/SQL development
- Experience with development and deployment tools such as MS Visio, Power Designer, Eclipse, JetBrains IntelliJ, Atom/Visual Studio Code, and source code management tools
- Proven ability to identify, research, and coordinate the resolution of technical problems and incidents, and develop actionable recommendations
- Experience leading development teams to deliver end-to-end enterprise-level IT solutions
- Strong analytical and problem-solving skills with experience in systems debugging, refactoring, and optimization
Nice-to-Have Skills
- Experience leading major complex IT projects and directing teams of technical staff and external consultants
- Knowledge of project management methodologies, analytical tools, work estimation, and ITIL best practices
- Strong consulting, negotiation, and interpersonal skills with experience engaging diverse stakeholder groups
- Familiarity with Ontario Public Service IT standards, architecture guidelines, and security and privacy requirements
- Understanding of government strategies, directives, and policies/procedures related to IT delivery
- Ability to manage multiple concurrent assignments and meet tight project deadlines
Work Environment
This is a fully onsite role based at 5700 Yonge Street, Toronto. The consultant is expected to work 7.25 hours per calendar day during standard hours of 8:00 AM – 5:00 PM (excluding lunch), Monday through Friday. No security clearance is required. The role involves collaboration with internal project staff, business analysts, system testers, and external stakeholders across a structured enterprise IT delivery environment.
