Business Analyst

Overview

The Health Services Cluster, under the Ministry of Public and Business Service Delivery and Procurement, is seeking a Senior Business Analyst for an onsite engagement in Toronto or Kingston. In this role, the successful consultant will provide a comprehensive range of I&IT business analysis services, working closely with business stakeholders and subject matter experts to gather, document, and analyze requirements for complex health and clinical systems. The consultant will play a key role in supporting systems development using rules engines and business process automation platforms within a healthcare context.

Key Responsibilities

• Lead and conduct business analysis to assess client business problems and opportunities, and document business requirements to enable I&IT solution development
• Interact with business stakeholders and subject matter experts to gather, document, and analyze business needs and requirements through JAD sessions, interviews, mockups, and other techniques
• Develop business models, use case models, conceptual and logical data models, process and data flow models, use case surveys, test cases, and business rules definitions for assigned projects
• Apply business process transformation and re-engineering concepts to promote business improvements through alternative, cost-effective service delivery approaches
• Conduct business analysis at varying levels of detail aligned with Enterprise Architecture and Gating Process and OPS Standard Systems Development Methodologies
• Develop strategies, prepare business cases, cost-benefit analyses, and conduct feasibility studies for I&IT initiatives
• Document requirements for business rule automation and workflow management solutions
• Develop and provide input to QA, system, and user acceptance testing strategies, plans, and scenarios
• Support stakeholder engagement activities, particularly within a healthcare or clinical context, including the development of training and communication materials for large system implementations
• Monitor progress, resolve problems, and report regularly to business and I&IT management and decision-makers
• Prepare business analysis policies, processes, best practices, and standards to promote consistent practice within the organization
• Develop performance measures and traceability matrices for business analysis evaluation and conduct follow-up

Must-Have Requirements

• Demonstrated experience in business analysis to support systems development using a rules engine or business process automation platform
• Experience developing business models, use case models, conceptual and logical data models, process and data flow models, use case surveys, test cases, business rules definitions, and non-functional requirements definitions for assigned projects
• Demonstrated experience in projects using an agile development methodology
• Demonstrated experience leading and conducting business analysis to assess client business problems and document business requirements
• Demonstrated experience documenting requirements for business rule automation and workflow management solutions
• Demonstrated experience in a health or clinical context
• Demonstrated experience supporting stakeholder engagement activities in a healthcare context
• Demonstrated experience with privacy and security requirements of software development in a healthcare or clinical context
• Strong verbal and written communication skills with demonstrated ability to prepare presentations, briefing notes, and supporting documentation
• Demonstrated team player with a track record for meeting deadlines

Nice-to-Have Skills

• Demonstrated experience in claim adjudication or pharmaceutical context
• Experience conducting policy and business analysis that can be accommodated within existing frameworks and IT solutions to minimize project time and cost
• Experience developing project approval documents, policy approval documents, and regulation change materials
• Experience in the use of information retrieval packages and Computer Aided Software Engineering (CASE) tools
• Knowledge and understanding of Information Management principles, concepts, policies, and practices
• Experience with a wide range of business analysis methods including business functional modelling, business event modelling, and business process mapping
• Experience in structured, object-oriented, and agile methodologies for user requirements
• Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards
• Demonstrated leadership experience leading small and large teams, sub-groups, and committees

Work Environment

This is a fully onsite position. The resource is expected to work 7.25 hours per calendar day between standard working hours of 8:00 AM – 5:00 PM (excluding lunch), Monday to Friday, at either 5700 Yonge St. in Toronto or 49 Places D'Armes in Kingston. No security clearance is required. The role involves collaboration with diverse stakeholders across business and I&IT teams in a healthcare environment.
