Solutions Designer

Overview

The Health Services Cluster, under the Ministry of Public and Business Service Delivery and Procurement, is seeking a Senior Solutions Designer to join their team on a full-time onsite engagement. The successful consultant will play a lead role in coordinating the design, development, and enhancement of complex, large-scale, high-profile technology solutions in a healthcare context. This is a high-impact role requiring deep technical expertise in cloud-based architectures, healthcare data standards, and modern software development practices.

Key Responsibilities

• Lead the design, development, and enhancement of complex, large-scale, high-risk technology solutions as a technical design specialist
• Coordinate and oversee development teams in defining and designing application software, hardware, and network requirements
• Oversee the full solution lifecycle including design, testing, installation, and monitoring of new systems
• Apply working knowledge of healthcare data exchange standards, particularly Fast Healthcare Interoperability Resources (FHIR)
• Utilize cloud-based technologies including containerization, orchestration, and microservices to architect scalable solutions
• Develop and maintain automated test scripts and integrate automated tests into CI/CD pipelines
• Conduct performance, stress, and load testing to validate system scalability and reliability under expected traffic and data volumes
• Identify, document, and track software defects using tools such as Azure DevOps
• Collaborate with developers, business analysts, and project managers to clarify requirements and ensure quality outcomes
• Participate in Agile ceremonies including sprint planning, daily stand-ups, and retrospectives
• Ensure testing processes and solution designs comply with industry standards, regulatory requirements, and AODA accessibility guidelines
• Maintain detailed documentation of test results, test coverage, quality metrics, and technical design artifacts

Must-Have Requirements

• Demonstrated experience as a technical design specialist expertly coordinating the design, development, and enhancement of complex, large-scale, high-profile, high-risk technology solutions
• Hands-on experience utilizing cloud-based technologies including containerization (e.g., Docker), orchestration (e.g., Kubernetes), and microservices architecture
• Proven ability to lead development teams in the definition and design of application software, hardware, and network requirements
• Working knowledge of standards for healthcare data exchange, in particular Fast Healthcare Interoperability Resources (FHIR)
• Experience overseeing the development and implementation of solutions including designing, testing, installation, and monitoring of new systems
• Experience in one or more of the following languages/frameworks: JavaScript ES6+, Spring Framework, Quarkus, Angular 9+, Angular Material, TypeScript, Node.js, HTML5, CSS3
• Experience with automated build processes and CI/CD pipelines in a software development environment
• Experience planning, organizing, and executing testing efforts including functional, integration, system, regression, and user acceptance testing
• Experience with defect tracking and project management tools such as Azure DevOps, JIRA, or similar
• Security clearance level: CRJMC

Nice-to-Have Skills

• Knowledge and experience in at least one additional programming language (e.g., Python, JavaScript, Bash) for automation or test data setup
• Experience testing Commercial Off-the-Shelf (COTS) applications
• Knowledge and understanding of Information Management principles, concepts, policies, and practices
• Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards
• Experience coding automated test scripts to produce sets of automated test cases using tools such as Selenium, Cypress, Micro Focus UFT, or Postman
• Knowledge and experience with testing methods in an object-oriented environment
• Experience developing and executing performance test scripts using tools like JMeter or LoadRunner
• Experience with information retrieval packages and data query tools

Work Environment

This is a fully onsite position. The resource is expected to work 7.25 hours per calendar day between the standard working hours of 8:00 AM – 5:00 PM (excluding lunch), Monday to Friday, at one of the identified OPS office locations: 222 Jarvis St (Toronto), 5700 Yonge St (Toronto), or 49 Place d'Armes (Kingston). A CRJMC security clearance is required. The team follows Agile and Scrum methodologies. Public sector and OPS experience is considered an asset given the Ministry environment.
