Overview

The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Specialized IT Consultant to support ongoing enhancements to the Investigative Case Management Solution (ICMS) — a modernized, cloud-based platform built on Microsoft Dynamics 365 that tracks regulatory enforcement activities for both licensed and unlicensed childcare providers across Ontario. The consultant will play a hands-on technical role in designing, configuring, and implementing integrations between ICMS and the Child Care Licensing System (CCLS), including inbound and outbound API development and enforcement action publication workflows. This is a fully onsite engagement based at 777 Bay Street, Toronto.

Key Responsibilities
  • Analyze business requirements to identify gaps and recommend solutions, updating or creating functional and technical design documentation accordingly
  • Design, configure, and implement enhancements and defect remediation for the Case Management System and the Data Activity and Auditing Tool
  • Develop APIs to handle inbound and outbound data flows between ICMS and CCLS, including referral details, licensee tombstone information, and investigation outcomes
  • Design, configure, and implement integrations with OPS services and other external systems, including previewing and publication of enforcement actions
  • Architect and implement Azure Logic Apps and Function Apps to support integration workflows
  • Configure and maintain User Access and Profile Management, Role-Based Data Access Control, and Authentication and Authorization integrations within the Case Management System
  • Design and implement Azure Storage solutions for attachment management with MS Dynamics 365
  • Develop Power BI dashboards and reports to support operational visibility and reporting needs
  • Contribute to Quality Assurance activities, ensuring compliance with AODA, Ontario Digital Service Design Guidelines, and OPS Security Directive (GO-ITS 25.0)
  • Provide packaging, deployment, and migration strategies for all cloud-based environments
  • Collaborate and coordinate with project stakeholders including the Cluster Manager, Project Manager, and Technical Lead to ensure timely delivery of all activities and deliverables
Must-Have Requirements
  • 8+ years of hands-on technical experience in solutions development and configuration
  • Demonstrated hands-on experience architecting, designing, and implementing case management systems using Microsoft Dynamics 365 CRM on cloud
  • Hands-on experience with the following Microsoft Cloud technologies: MS Dynamics 365 CRM, MS Power Apps, MS Power Automate, MS Power Pages, MS Azure Services, MS Azure Attachment Storage, MS Azure Active Directory, MS Azure DevOps, MS Azure Key Vault, MS Azure API Management, MS Logic Apps, and MS Power BI
  • Hands-on experience designing, developing, and integrating Azure Storage for Attachment Management with MS Dynamics 365 on cloud
  • Hands-on experience configuring Case Management systems including User Access and Profile Management, Role-Based Data Access Control, Authentication and Authorization integration, and Document Management
  • Hands-on experience designing and developing Azure Logic Apps and Function Apps
  • Hands-on experience designing and developing Power BI dashboards and reports
  • Experience with end-to-end integration of third-party and OPS Identity and Access Management (IAM) providers, including security, authentication, and encryption tools and services
  • Knowledge of and experience with OPS Digital Accessibility Standard (ODAS) and AODA testing compliance guidelines
Nice-to-Have Skills
  • Strong knowledge of and experience with Testing and Quality Assurance methodologies and best practices
  • Demonstrated experience with OPS Quality Assurance activities
  • Experience facilitating workshops, stakeholder meetings, and cross-functional working sessions
  • Excellent verbal and written communication skills with the ability to develop and present new ideas and conceptualize solution approaches
  • Proven ability to work under pressure with aggressive timelines in a large, collaborative team environment
Work Environment

This is a fully onsite role, 5 days per week, located at 777 Bay Street, 3rd Floor, Toronto, Ontario. No security clearance is required. The consultant will work closely with functional and technical teams within the Community Services Cluster, reporting to the Cluster Manager and Project Manager.
