Applications Architect

Overview

The Government Services Integration Cluster (Ministry of Public and Business Service Delivery and Procurement) is seeking a Senior Applications Architect for a full-time onsite engagement in Toronto. In this role, the successful consultant will be responsible for defining and overseeing the overall structure, logical components, and interrelationships of enterprise applications within a large-scale, distributed environment. The architect will play a central role in integrating complex permit and application systems, driving cloud infrastructure excellence on Microsoft Azure, and ensuring alignment with OPS enterprise architecture standards.

Key Responsibilities

• Define the overall structure, logical components, and interrelationships of enterprise applications, including identification of reusable components, quality level metrics, and software layering
• Design, implement, and manage cross-platform applications in large and distributed environments, monitoring system-wide interactions and defining component limitations and requirements
• Define the interactions between application packages, databases, and middleware systems
• Develop and implement application architectures, including the design of multi-tier application infrastructure for medium and large corporate implementations
• Design, develop, implement, and maintain large complex applications, workflow processes, and dynamic forms
• Integrate complex permit and application systems while managing cross-functional dependencies
• Design and optimize Microsoft Azure cloud infrastructure including security, networking, identity, data services, and monitoring
• Lead API development, ESB, microservices architecture, and middleware technology initiatives
• Develop enterprise architecture deliverables such as models and documentation based on Ontario Government Enterprise Architecture methodologies
• Mentor technical teams and influence stakeholders across various organizational levels to align project outcomes with business goals
• Apply ITIL processes including incident, change, and release management, and adhere to the PMO Stage Gate process in OPS
• Bridge technical and business perspectives, translating architectural decisions into clear communication for both technical and non-technical audiences

Must-Have Requirements

• 10+ years of progressive experience in IT architecture and system integration
• Expert-level proficiency in Microsoft Azure architecture, including security, networking, identity, data services, and monitoring
• Strong skills in enterprise integration: API development, ESB, microservices architecture, and middleware technologies
• Familiarity with ITIL processes — specifically incident, change, and release management — and the PMO Stage Gate process in OPS
• Demonstrated experience with OPS enterprise architecture standards within the Ontario public sector
• Proven track record designing, implementing, and optimizing Azure cloud infrastructure in large-scale, complex environments
• Experience with at least two different computing platforms, operating systems, environments, database technologies, programming languages, and communication protocols
• Experience in structured methodologies for the design, development, and implementation of applications
• Bachelor's degree in Computer Science, Information Technology, or a related field

Nice-to-Have Skills

• Master's degree or professional certifications such as TOGAF or Azure Solutions Architect
• Prior OPS or public sector experience
• Knowledge of object-oriented analysis and design techniques
• Experience developing enterprise architecture deliverables based on Ontario Government Enterprise Architecture methodologies, processes, and practices
• Knowledge and understanding of Information Management principles, concepts, policies, and practices
• Experience designing detailed functional and technical requirements for new and existing business solutions
• Knowledge of cloud-based security practices and compliance protocols relevant to OPS

Work Environment

This is a fully onsite role based at 222 Jarvis Street, Toronto, Ontario, with 5 days per week onsite required. No security clearance is required. The consultant will collaborate across cross-functional teams and is expected to engage with stakeholders at multiple organizational levels. No travel expenses are provided.
