Overview

The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Technology Architect to join the Labour and Transportation Cluster in Toronto. In this role, the successful consultant will design and implement enterprise-grade cloud solutions on Microsoft Azure, bridging on-premises and cloud environments in a hybrid model. This is a hands-on architectural leadership position requiring deep expertise in Azure services, database design, and stakeholder engagement across complex government programs.

Key Responsibilities
  • Design and implement end-to-end Microsoft Azure solutions leveraging cloud-native services and architectural patterns including SaaS and PaaS offerings
  • Architect hybrid cloud integrations between Azure cloud services and on-premises systems using REST/SOAP APIs, Spring Boot, and service registries
  • Lead solution design using Azure services such as Azure VMs, Azure Data Lake, Azure Data Factory, Azure Synapse Analytics, Azure Cosmos DB, Azure Functions, and Azure API Management
  • Implement Azure identity, governance, monitoring, data storage, security, and networking solutions aligned with best practices for performance and cost optimization
  • Evaluate risk mitigation strategies and architect cloud-based solutions for high-sensitivity data assets within a hybrid cloud environment
  • Conduct design options analysis in collaboration with business areas, development and operations teams, and external delivery partners
  • Perform database design and modelling, PL/SQL development, system performance tuning, and database administration using industry-standard DBMS platforms
  • Facilitate Agile sessions for requirements gathering and documentation, managing partnerships with external vendors and system integrators
  • Provide strategic recommendations and technical advice to senior management based on research, option analysis, and industry best practices
  • Manage stakeholder relationships across Corporate Security, Architecture, Privacy Office, CIO Office, Program Management Office, Steering Committees, Funding Approval Boards, and directors across multiple lines of business
  • Support Agile architectural governance in a hybrid-agile delivery model, ensuring alignment across development and operations teams
  • Design and implement integrations with Siebel-based systems and Oracle middleware platforms including Oracle Customer Hub and Oracle Policy Automation
Must-Have Requirements
  • Minimum 7 years of experience with Microsoft Azure designing and implementing solutions using cloud-native services and architectural patterns
  • Minimum 7 years of implementation experience with cloud-based service offerings (SaaS and PaaS), including hybrid cloud integration between Azure and on-premises systems
  • Demonstrated experience designing and implementing Azure identity, governance, monitoring, data storage, security, networking, and integration solutions
  • Hands-on experience with Azure services including: Azure DevOps Services, Azure Resource Manager (ARM), Azure App Service Environment (ASE), Azure Data Lake Storage, Azure API Management, Azure Cosmos DB, Azure Functions, Azure Monitor, Azure Active Directory, Azure MFA, Azure Runbooks, Azure Compute and Storage, and Azure Virtual Machines
  • Minimum 15 years of experience with industry-standard databases including database design and modelling, PL/SQL development, system performance tuning, and database administration
  • Minimum 7 years of experience evaluating risk mitigation strategies and architecting cloud-based solutions for high-sensitivity data assets
  • Minimum 7 years of experience developing interoperability solutions and integrations within a hybrid cloud environment
  • Experience integrating Azure services with mid-tier and mainframe systems using REST and SOAP API protocols
  • Stakeholder management experience spanning Corporate Security, Architecture, Privacy Office, CIO Office, PMO, and multi-line-of-business directors
  • Experience with requirements gathering, Agile facilitation, and managing external vendor and system integrator partnerships
  • Experience with integration to Siebel-based systems
  • Implementation and project execution experience in a hybrid-Agile delivery model
Nice-to-Have Skills
  • Hands-on experience with Siebel CRM including OpenUI design
  • Experience with Oracle Customer Hub (MDM, B2C, B2B, Data Steward)
  • Experience with Oracle Policy Automation and Modelling
  • Experience working within the Ontario Public Service (OPS) in accordance with OPS policies and procedures
  • Experience with API-centric and microservices architectural approaches
  • Experience with RESTful API (J2EE), Spring Boot, Azure App Gateway, Azure App Service Plans, and Azure SQL Server
  • Experience with Azure DevOps integration including Dev Repo, CI/CD, and SCM
  • Microsoft Power Automate implementation experience
Work Environment

This is a fully onsite position based at 87 Sir William Hearst Ave., Toronto, Ontario. The engagement operates within a hybrid-Agile delivery model requiring close collaboration with development teams, operations staff, business areas, and external delivery partners. No security clearance is required. Travel expenses are not applicable to this role.
