Software Developer
Overview
The Government Services Integration Cluster (Ministry of Public and Business Service Delivery and Procurement) is seeking a Senior Software Developer for a 12-month onsite engagement in Toronto. The successful candidate will translate technical systems specifications into working, tested applications and play a key role in developing, maintaining, and modernizing large-scale government applications built on Azure and .NET technologies. This is a fully onsite role requiring 5 days per week in office.
Key Responsibilities
- Translate technical systems specifications into working, tested applications including detailed programming specifications and code generation
- Write, compile, and maintain data-driven programs and conduct unit testing
- Resolve and troubleshoot technical problems arising during the use and operation of software packages
- Provide technical assistance in implementation, conversion, and migration activities
- Design, code, test, debug, and document applications following structured methodologies
- Develop and maintain custom Web APIs using ASP.NET, .NET Core, Entity Framework, and Azure SQL
- Manage and maintain CI/CD pipelines and DevOps task boards and pipelines
- Collaborate with IT professionals throughout the Software Development Life Cycle (SDLC)
- Elicit and document information from diverse business area stakeholders and subject matter experts
- Conduct design walkthrough sessions with project teams
- Provide post-implementation support and resolve any post-implementation technical issues
- Prepare clear documentation including reports, reviews, and technical assessments
Must-Have Requirements
- Demonstrated experience with Agile methodologies including Kanban and task boards
- Hands-on experience managing CI/CD pipelines in a DevOps environment
- Experience developing Web Apps, Web APIs, and Web Services using ASP.NET, REST, OpenAPI, and OAuth2
- Working knowledge of Azure cloud technologies and cloud platforms
- Working knowledge of .NET, C#, and JavaScript
- Experience with custom Web API development using ASP.NET, .NET Core, Entity Framework, Azure SQL, and DevOps
- Proficiency in all cloud service models: SaaS, PaaS, and IaaS
- Experience with large government applications
- Strong analytical, problem-solving, and decision-making skills
- Excellent verbal and written communication skills with the ability to present technical concepts clearly to internal and external stakeholders
Nice-to-Have Skills
- Knowledge and experience developing Internet-ready applications
- Experience with rapid application development (RAD) methodologies
- Knowledge of Information Management principles, concepts, policies, and practices
- Experience with middleware and gateways
- Experience reviewing, analyzing, and modifying product installation scripts including encoding, testing, and debugging
- Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related standards
- Experience in conducting impact assessments on Oracle E-Business application customizations and extensions
- Experience with Oracle database, PL/SQL, SQL, XML, Unix shell scripts, and Oracle Data Integrator
- Knowledge of Oracle E-Business modules including General Ledger, Accounts Receivable, Collections, Accounts Payable, and Inventory
- Experience with data warehouse and ETL methodologies, and OBIEE
- Experience with Java and Oracle Application Development Framework (ADF)
Work Environment
This is a fully onsite role based at 222 Jarvis St, Toronto, Ontario, requiring 5 days per week in office. No security clearance is required. The team follows Agile methodologies and leverages Azure DevOps tooling including task boards and CI/CD pipelines. Travel expenses are not covered for this engagement.
