Business Analyst
Overview
The Government Services Integration Cluster, Ministry of Public and Business Service Delivery and Procurement, is seeking two Senior Business Analysts for an onsite engagement in Toronto. The successful candidates will deliver comprehensive I&IT business analysis services supporting integrated multi-ministry government service initiatives. Working closely with business stakeholders, subject matter experts, and technical teams, consultants will drive requirements gathering, enterprise architecture documentation, and end-to-end solution design aligned with OPS standards.
Key Responsibilities
- Lead and conduct business analysis to assess client business problems and opportunities, documenting requirements to enable I&IT solution development
- Engage business stakeholders and subject matter experts through JAD sessions, interviews, mockups, and other structured techniques to gather and validate requirements
- Develop strategies, business cases, and cost-benefit analyses, and conduct feasibility studies for I&IT initiatives
- Perform business modeling including use case modeling, conceptual and logical data modeling, process and data flow modeling, and business rules definition
- Produce enterprise architecture documentation including Checkpoint/Gating Matrix, Logical and Physical Documentation, Logical and Physical Deployment Models, Business Architecture Approach, Sequence Diagrams, and Data Flow Diagrams
- Prepare architectural documents for ACT and ARB approvals in alignment with OPS Unified Project Management Methodology and Enterprise Architecture Gating Process
- Develop user stories based on program area engagements and draft acceptance test criteria for developers and testers
- Create wireframes, use cases, and supporting business and technical documentation including presentations and briefing notes
- Advise on business analysis policies, processes, best practices, and standards to foster a consistent BA practice across the organization
- Monitor project progress, resolve issues, and report regularly to I&IT management and stakeholders
- Develop performance measures and traceability matrices for business analysis evaluation and conduct follow-up activities
- Ensure compliance with public sector, industry, and international standards on security, privacy, and accessibility including WCAG 2.0 and AODA
Must-Have Requirements
- 10+ years of extensive experience as a Business Analyst
- Demonstrated experience and actual deliverables on Service-Oriented design related projects
- Understanding of systems environments, business analysis, and change management in projects or programs related to integrated multi-ministry government services
- Knowledge and experience preparing detailed analysis and recommendations to ensure compliance with public sector, industry, and international standards on security, privacy, and accessibility
- Experience with the Zachman architectural framework system
- Experience developing user stories based on program area engagements and drafting acceptance test criteria; ability to work with DevOps and Agile concepts
- Knowledge and experience creating Wireframes, Use Cases, and User Stories
- Minimum 5 years of experience creating enterprise architecture documentation at expert level, including: Checkpoint/Gating Matrix, Logical and Physical Documentation, Logical and Physical Deployment Models, Business Architecture Approach, Sequence Diagrams, Data Flow Diagrams, and Architectural documents for ACT and ARB approvals
Nice-to-Have Skills
- Experience with information retrieval packages
- Knowledge and understanding of Information Management principles, concepts, policies, and practices
- Experience translating business and data requirements into specifications suitable for technology solution design
- Experience with a wide range of business analysis methods and tools including business functional modelling, business event modelling, and business process mapping
- Experience with structured, object-oriented, and Agile methodologies for user requirements
- In-depth knowledge of WCAG 2.0 Standards and AODA compliance levels
- Knowledge of Large Language Models and Generative AI applications
- Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards
Work Environment
This is a fully onsite role based at 222 Jarvis St, Toronto, with 5 days per week required in the office. No security clearance is required. The role operates within an OPS environment aligned to Agile and DevOps delivery practices, and consultants will collaborate closely with multi-ministry stakeholders and technical teams throughout the engagement.
