Business Analyst
Overview
The Health Services Cluster, under the Ministry of Public and Business Service Delivery and Procurement, is seeking a Senior Business Analyst for a 7-month onsite engagement in Toronto or Kingston. The successful consultant will lead and support business analysis activities across complex OPS Health-related I&IT initiatives, working closely with business clients, data providers, and I&IT management to assess problems, document requirements, and drive effective technology solutions.
Key Responsibilities
- Lead and conduct business analysis at varying levels of detail to assess client business problems and opportunities, documenting requirements in a way that enables technology solutions to be determined
- Develop strategies, prepare business cases and cost-benefit analyses, and conduct feasibility studies for business and I&IT initiatives
- Apply re-engineering concepts to promote business improvements through alternative, cost-effective service delivery approaches
- Conduct business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, use case surveys, business rules definition, and non-functional requirements definitions
- Perform gap analysis of vendor release upgrades to identify changes needed for business processes, best practices, and solutions including configuration, reports, and integration components
- Monitor progress, resolve problems, and report regularly to I&IT management and client decision-makers
- Develop performance measures for business analysis evaluation and conduct follow-ups
- Translate business requirements into epics and scenarios, and create mockups for stakeholder review
- Manage evolving requirements and maintain traceability to changes, development, and implementation
- Act as liaison between business clients and data providers, ensuring clear and effective communication
- Facilitate issue resolution using strong listening, negotiation, and consulting skills to build and maintain stakeholder relationships
- Compile data from multiple sources and synthesize clear, concise summaries and analysis documents
Must-Have Requirements
- Minimum 7 years of experience leading and conducting business analysis to assess client business problems and document requirements for technology solutions
- Minimum 7 years of experience developing strategies, preparing business cases and cost-benefit analyses, and conducting feasibility studies for business and I&IT initiatives
- Minimum 7 years of experience conducting gap analysis of vendor release upgrades to identify required changes in business processes, configuration, reports, and integration components
- Minimum 7 years of experience conducting business modeling, use case modeling, data modeling, process and data flow modeling, and non-functional requirements definitions
- Minimum 7 years of experience monitoring progress, resolving problems, and reporting to I&IT management and client stakeholders
- Minimum 5 years of experience across various business projects with demonstrated troubleshooting and analytical capabilities
- Highly proficient with MS Office products
- Exceptional analytical, problem-solving, decision-making, and critical thinking skills
- Strong interpersonal, verbal and written communication, facilitation, and presentation skills
- Security clearance at CRJMC level required
Nice-to-Have Skills
- Knowledge and experience with OPS Health-related projects
- Knowledge and understanding of Ministry policy and IT project approval processes
- Experience working in the public sector on mainframe or legacy systems
- Familiarity with cloud technologies
- Demonstrated awareness of emerging IT trends and technologies
Work Environment
This is a fully onsite role, with the consultant expected to work 7.25 hours per calendar day, Monday to Friday, between 8:00 AM and 5:00 PM (excluding lunch), at either 222 Jarvis St, Toronto or 49 Place d'Armes, Kingston. CRJMC security clearance is required. No travel expenses are covered beyond the designated office locations.
