Overview

The Ministry of Public and Business Service Delivery and Procurement, Land & Resources Cluster is seeking an intermediate Systems Testing/QA Specialist to join their team onsite in Toronto. The successful consultant will be responsible for planning, executing, and managing quality assurance activities across large-scale systems, ensuring software quality through comprehensive functional, integration, regression, and performance testing. This role supports multiple project teams and contributes to the delivery of robust, reliable systems aligned with Ontario Public Service standards.

Key Responsibilities
  • Provide advice on testing strategy, test plans, selection of testing tools, and identification of resources required for testing
  • Plan and organize testing efforts for large systems in both GUI and non-GUI environments, including systems integration tests, specialized tests, and user acceptance testing (UAT)
  • Develop test plans, test scripts, and test cases, and execute these against various system components in collaboration with testing leads, IT leads, and project teams
  • Execute functional, integration, system, and regression tests and validate that the system behaves as expected under various conditions
  • Identify, document, and track software defects using tools such as ALM, JIRA, Bugzilla, and Azure DevOps, and work closely with developers to reproduce and resolve issues
  • Develop and maintain automated test scripts using tools such as Micro Focus OpenText UFT, Selenium, TestComplete, or Postman, and integrate automated tests into CI/CD pipelines
  • Conduct performance, stress, and load testing to ensure systems can handle expected user traffic and data volumes using tools like JMeter or LoadRunner
  • Validate data integrity, consistency, and accuracy across system components and databases, performing data migration and transformation testing as needed
  • Collaborate with developers, business analysts, and project managers to clarify requirements and ensure quality throughout the development lifecycle
  • Participate in Agile ceremonies including sprint planning, daily stand-ups, and retrospectives
  • Maintain detailed documentation of test results, test coverage, and quality metrics, and provide input for user manuals and release notes
  • Ensure testing processes comply with industry standards, regulatory requirements, and AODA accessibility standards
Must-Have Requirements
  • Demonstrated experience in quality assurance and systems testing at an intermediate level, including unit, integration, load, and performance testing
  • Experience testing Commercial Off-the-Shelf Software (COTS/SaaS solutions), preferably Oracle Siebel Public Sector
  • Experience planning, organizing, and implementing testing efforts for large-scale systems in GUI and non-GUI environments
  • Knowledge and experience with test tools and methodologies across Waterfall, Agile, and Iterative frameworks
  • Experience creating testing strategy documentation, test plans, test cases, and test data for various types and phases of testing
  • Experience with defect tracking and test management tools such as ALM, JIRA, Bugzilla, TestRail, or Zephyr
  • Experience with automated testing tools such as Selenium, Cypress, Postman, Micro Focus OpenText UFT, or TestComplete
  • Experience executing performance test scripts using tools like JMeter or LoadRunner, and analyzing performance bottlenecks and system scalability
  • Knowledge and experience in all phases of the Systems Development Life Cycle (SDLC)
  • Strong analytical, problem-solving, and decision-making skills with excellent written and verbal communication abilities
  • Experience supporting and participating in user acceptance testing (UAT) activities
  • Knowledge and understanding of AODA and related accessibility regulations and standards
Nice-to-Have Skills
  • Knowledge and experience in at least one programming or scripting language (e.g., Python, JavaScript, Bash)
  • Experience coding automated test scripts to produce sets of automated test cases
  • Knowledge and understanding of testing methods in an object-oriented environment
  • Experience testing Commercial Off-the-Shelf Applications (COTS)
  • Knowledge and understanding of Information Management principles, concepts, policies, and practices
  • Experience in the use of information retrieval packages and CASE tools
  • Experience planning and organizing testing efforts for both large and small systems
  • Experience conducting basic security testing and collaborating with security specialists for penetration testing
  • Demonstrated ability to write queries to validate data and perform backend database testing
Work Environment

This is a fully onsite role based at 40 St Clair Avenue West, Toronto. The consultant is expected to work 7.25 hours per calendar day, Monday to Friday, between standard working hours of 8:00 AM – 5:00 PM (excluding lunch). No security clearance is required. The team follows Agile methodologies including Scrum ceremonies. Please note that in response to Ontario's Bill 5 (Protect Ontario by Unleashing Our Economy Act 2025), the resource may be partially assigned to related government initiatives on an as-needed basis.
