Public Sector Experience: Health Services Cluster – Ministry of Public and Business Service Delivery and Procurement
Contract End Date: March 31, 2026 *
Rate: $96/hr
We are hiring a Senior Business Analyst to support healthcare system modernization efforts within the Health Services Cluster. The ideal candidate will lead user research and business analysis activities through all stages of the digital service lifecycle, applying lean and re-engineering concepts to improve service delivery.
Key Responsibilities
- Conduct user research (interviews, card sorting, empathy mapping) aligned with the Service Design Playbook
- Lead requirements gathering, journey mapping, and documentation of business rules and non-functional requirements
- Apply OPS methodologies (Unified PMM, Digital Service Standard) and lead artifact creation across Discovery to Alpha
- Support data migration from legacy systems and assess data quality, de-identification, and access protocols
- Collaborate with SMEs, vendors, QA teams, and developers across all phases of the SDLC
Must-Have Skills
- Strong knowledge of the Fixing Long-Term Care Act, Ontario Design System, and Digital Service Standard
- Experience conducting service design research and translating insights into personas, journey maps, and actionable stories
- Expertise in business modeling, data modeling, and non-functional specification development
- Proficiency in Miro and Microsoft Office Suite
- Strong verbal, written, and presentation skills with stakeholder engagement experience
