Overview

The Government Services Integration Cluster (Ministry of Public and Business Service Delivery and Procurement) is seeking a Senior Business Architect to join their team in Toronto. In this role, the consultant will analyze government information pertinent to business architecture, lead focus group workshops, and develop enterprise-level business architecture artifacts in alignment with Ontario Government Enterprise Architecture processes and GO-ITS standards. This is a fully onsite, senior-level engagement supporting complex, large-scale government initiatives.

Key Responsibilities
  • Analyze government information relevant to business architecture and consult with appropriate government stakeholders on specific business architecture elements
  • Plan and facilitate focus group workshops to gather business architecture inputs and validate outputs
  • Develop and maintain business capability models, including Conceptual and Logical models and Data Models
  • Design optimized future-state versions of business areas and support horizontal business integration
  • Develop Program Area Business Architecture and corresponding Business Architecture Documentation (BAD) in accordance with OPS standards and industry best practices
  • Align Business Architecture Documents with the Solution Requirements Document (SRD) and Information Architecture Document (IAD) to ensure vertical integration
  • Perform Services Modeling, Business Function Modeling, Business Process Modeling (BPMN), Value Chain Analysis, and define Business Outcomes, Performance Measures, and KPIs
  • Develop and maintain architectural governance and controls over Business Architecture
  • Leverage reference architecture artifacts, models, and patterns to enable shared use and integrate stand-alone Business Architectures
  • Align Business Architecture processes and artifacts with Service Design practices and model Business Functional and Contractual Accountabilities
  • Develop Business Architectures that align with acquired solutions/services and existing strategic IT products
  • Collaborate with executives, senior management, cluster architects, and business stakeholders, incorporating review feedback throughout the architecture lifecycle
Must-Have Requirements
  • 10+ years of total IT experience, with a minimum of 5 years of dedicated Business Architect experience completing Business Architecture for the OPS and/or related large organizations
  • Proven experience successfully completing business architectures at the enterprise and/or core business levels for government or large organizations
  • Experience developing enterprise architecture deliverables and artifacts in alignment with Ontario Government Enterprise Architecture processes and practices
  • Proficiency in enterprise architecture frameworks including the Zachman Framework, TOGAF, or other relevant frameworks
  • Deep understanding of diverse business environments with a focus on government settings, including familiarity with key business drivers in those contexts
  • Understanding of data modeling principles and techniques, including Entity-Relationship Diagrams (ERDs) and Data Flow Diagrams
  • Demonstrated knowledge of Services Modeling, Business Function Modeling, Business Process Modeling (BPMN), Value Chain Analysis, Business Outcomes, and KPI definition
  • Experience with the OPS Enterprise Architecture governance process, including Governance Point 1 (AGP1)
  • Experience developing business architectures using Ontario Government Enterprise Architecture methodologies and GO-ITS standards
  • Excellent communication, concept visualization, facilitation, stakeholder management, negotiation, consensus building, and problem-solving skills
Nice-to-Have Skills
  • Familiarity with Information Management, Privacy, and Records Keeping principles as they pertain to Business Architecture
  • Familiarity with the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations as they pertain to Business Architecture
  • Ability to design and propose Business Architectures that leverage cutting-edge technologies
  • Knowledge of Enterprise Architecture modeling tools such as Power Designer, Sparx Enterprise Architect, or Orbus
  • Familiarity with Service Design principles and practices
Work Environment

This is a fully onsite role based at 222 Jarvis Street, Toronto, five days per week. No security clearance is required. The consultant will work closely with cluster architects, business stakeholders, and senior leadership in a collaborative government environment.
