Report Developer - Senior
Overview
Justice Technology Services (JTS), under the Ministry of Public and Business Service Delivery and Procurement, is seeking two Senior Report Developers to support the Courts Digital Transformation (CDT) initiative. The successful candidates will lead the migration of approximately 270 operational reports from legacy court systems to a modern CDT solution using Power BI. This is a fully onsite engagement in Toronto requiring hands-on development, assessment, and collaboration with project teams and business stakeholders.
Key Responsibilities
- Participate in reporting needs assessments to understand the functionality and design of current operational reports in legacy court systems
- Perform assessment and define migration approach in collaboration with the project team and stakeholders to move operational reports to appropriate CDT solution features or Power BI tools (Desktop or Report Builder)
- Design and develop migrated reports and dashboards in Power BI, ensuring alignment with OPS Standards and Guidelines including AODA and WCAG 2.0 Level AA
- Write and optimize T-SQL and PL-SQL queries to support report development and data extraction
- Develop DAX code, perform data modelling, and implement advanced functionality within Power BI reports and dashboards
- Build data models optimized for business intelligence and analytic functions
- Perform troubleshooting and apply corrective actions to resolve issues with migrated reports and dashboards identified during pre-release testing
- Analyze, design, build, and test databases, reports, dashboards, and data models based on business requirements
- Support financial data reporting and data reconciliation activities
- Prototype solutions to develop and validate business requirements for future implementation
- Provide technical guidance and subject matter expertise on report implementation to OPS staff and non-technical stakeholders
- Prepare and maintain relevant project documentation to support migration activities throughout the project lifecycle
Must-Have Requirements
- 2+ years of demonstrated working knowledge of Power BI Desktop and Power BI Report Builder, including designing and developing reports and dashboards
- 4+ years of demonstrated working knowledge of SQL query languages, specifically T-SQL (Transact-SQL) and PL-SQL
- 2+ years of demonstrated working knowledge of DAX programming for data modelling and report functionality within Power BI
Nice-to-Have Skills
- Experience building, testing, and implementing complex reports, dashboards, and other data visualizations
- Experience with ETL tools such as Azure Data Factory or Microsoft SSDT
- Experience designing functional test and technical deployment strategies
- Experience analyzing data to resolve data quality issues and perform report validation
- Experience with financial data reporting and data reconciliation
- Experience prototyping and researching new business intelligence and analytics capabilities
- Experience analyzing, designing, building, and testing data model integrations with third-party systems
- Ability to provide technical guidance and explain complex technical concepts to non-technical team members
Work Environment
This is a fully onsite role with no flexibility for remote work, based at 21 College Street, Toronto, Ontario. Working hours are 7.25 hours per calendar day between 8:00 AM and 5:00 PM (excluding breaks), Monday to Friday. A Criminal Records and Judicial Matters Check (CRJMC) security clearance is required. The role operates within an Agile project team environment with regular team meetings, one-on-one sessions, and documentation maintained on SharePoint throughout the project lifecycle.
