Public Sector Experience: Health Services Cluster – Ministry of Public and Business Service Delivery and Procurement
Contract End Date: March 31, 2026 *
Rate: $110.00/hr
Responsible for overall project oversight, including planning, scheduling, budgeting, governance, and stakeholder management. Acts as liaison with the vendor, manages risks and issues, and ensures compliance with OPS project management standards.
Key Responsibilities
- Deliver projects on time, within scope, and within budget following OPS methodologies.
- Lead organizational development, business planning, and funding request preparation.
- Develop detailed schedules, integrated project plans, and multi-stream budgets.
- Oversee fiscal management, forecasting, and financial reporting.
- Define team roles, expectations, and resource plans across OPS staff and consultants.
- Prepare and manage project artefacts including charters, IPMPs, change requests, and close-out reports.
- Monitor progress, track critical paths, and provide regular status updates.
- Identify, assess, and mitigate project risks and issues, escalating to leadership as required.
- Establish governance structures and lead stakeholder engagement across executive, steering, and working groups.
- Lead change management and business transformation initiatives.
- Promote OPS I&IT standards, best practices, and unified methodologies.
Public Sector Experience
- 5+ years experience with federal/provincial/broader public sector healthcare projects.
- Knowledge of PMI, OPS Unified I&IT Project Methodology, EA standards, gating, and approval processes.
- Experience with large complex IT health-related initiatives.
- Understanding of GO-ITS Digital Health standards and ministry processes.

- Experience delivering user-centered, accessible, secure solutions aligned with Ontario Digital Service Standard.
- Proven leadership on complex IT and business transformation programs.
- Driving agile delivery and collaborating with business analysts and system designers.
- Managing cross-functional teams and stakeholder forums.
- Creating detailed schedules, timelines, resource plans, and integrated plans.
- Applying business process re-engineering to improve service delivery.
- Identifying and escalating risks and issues with mitigation strategies.
- Managing conflicts related to schedule, scope, cost, and resources.
- Preparing project documentation, dashboards, and executive reports.
- Supporting change management, training, and adoption readiness.
